Inside a circuit, signals do not travel instantly. Every gate they pass through adds a small delay, and long wires add more. Because arrival times vary from path to path, nothing on its own decides which value you are supposed to read.

So we distribute a pulse of fixed period across the whole chip and let values settle only at the instant it rises. This is the clock, and 3 GHz means that this pulse arrives three billion times per second.
