Definition
Most often "requires": what a result costs, or what conditions must hold for it to work. Titles borrowing the idiom "it takes two to …" use it rhetorically to announce that one component is not enough — two models, two signals, two stages. The same sense covers plain statements of cost, as in a job that takes six GPU-hours.
