Systems that produce a signal artificially; in speech work the word simply means speech synthesis systems. Papers write "neural synthesizers" to distinguish learned models from older concatenative and parametric approaches that stitched or filtered recorded units. It is the generating counterpart to recognizers, and in music and audio contexts the same word can carry its instrument sense, so the surrounding terms usually settle which is meant.
