Claiming to exceed a reference point, most pointedly a human one, as in "Surpassing Human-Level Performance on ImageNet Classification". Read such claims narrowly: what was surpassed is one measurement of one human baseline on one benchmark, often a small annotator pool working under time pressure. The distance between beating that number and matching human competence at the underlying ability is where most disagreement about AI progress actually lives.
