Definition
High-performing. The phrase "strong baseline" is a claim about fairness: the comparison was against a well-tuned existing method, not a weakened stand-in, which is what makes a reported improvement meaningful. Watch for the opposite polarity elsewhere — a strong assumption is a restrictive one, and weaker assumptions are what you want in a theoretical result.
