Definition
The document that fixes a question, a hypothesis, a method and a validation procedure before any experiment runs. In evaluating research agents it has become an output worth grading in its own right, because scoring plans is far cheaper than actually running the studies they describe. The obvious caveat: a plan that scores well on a rubric is not evidence that executing it would produce a result.
