Whatever a method measures itself against. In alignment it names the reference model: a frozen copy of the policy from before preference training, used as a KL anchor so updates cannot drift far enough to wreck general ability — which is why "reference-free" methods advertise the memory they save. In evaluation the same word means the gold text that a metric like BLEU compares a generation against. Context disambiguates.
