Definition
To establish something as a standing arrangement rather than merely propose it once — a protocol, a procedure, an evaluation regime meant to be adopted and maintained. It is a formal word doing deliberate work in titles: introducing announces a first appearance, whereas instituting claims the thing is being set up to persist and to be used by others.
