"Inherently" claims a property follows from the formulation itself, not from a weak implementation or insufficient training — so no amount of tuning removes it. "Inherently limited" is a much stronger statement than "currently limited." Because the word forecloses the obvious rebuttal, check whether the paper supports it with an argument or a proof, or is merely reporting that everything the authors tried failed.
