Establishing that a property always holds by construction, not merely that it usually holds in experiments. When a title claims to be guaranteeing something, it is answering a predecessor whose output was empirically fine but occasionally pathological: the point is that the bad case is now impossible, not rare. That is a stronger claim than "improving", which only needs better averages.
