How much result you get per unit of resource — compute, memory, data, energy, latency. Because raw accuracy gains have become expensive, much current work competes on cost per unit of quality instead, which is why the word rarely stands alone: parameter efficiency, sample efficiency and inference efficiency are different axes. Gains on one commonly trade against accuracy or against another axis.
