To construct something new — most often a dataset, benchmark, or environment rather than a model. In a title it signals that the contribution is the artefact itself and the methodology behind it: how items were sourced, filtered, and validated. It reads differently from generate, which implies a model producing output; create implies deliberate construction with human design in the loop.
