Definition
A claim about cost, but the cost of what: GPU-hours to train, or dollars per request to serve. Those trade against each other — a heavier training run can yield a model that is cheaper to run forever — so the first question is which budget was measured. The second is whether quality was held fixed, or quietly traded away to produce the saving.
