Two senses. The ordinary one — an obstacle the work must overcome — dominates introductions and limitations sections. The other is a named competition in which teams are ranked on shared data and a fixed metric, usually run as a workshop track at a major conference; challenge results are often the fastest read on what currently works for a task.
