What a system does as observed from outside, independent of any account of why. Much of alignment and safety work operates purely at this level: you can characterise and measure a tendency — sycophancy, refusal, reward hacking — without being able to point to the mechanism producing it. The word also appears as the target of imitation, as in agents built to reproduce human behaviour.
