In ordinary English an expert or a top performer, but in papers it is almost always an acronym coined for a method or framework. Short, pronounceable names get reused heavily, so several unrelated systems share this spelling across subfields and a citation by name alone is ambiguous. Always take the expansion from the paper at hand rather than assuming it matches another work you have seen.
